Plagued by financial woes the Chesaning, Michigan based Valley Ambulance company threatened to shut down in early 2004, leaving surrounding communities with no emergency service provider. In March, the Chesaning Village Council began looking for an alternative, which became Mobile Medical Response.

In June of 2004, the Montrose, Michigan City Council approved the city's first tax increase in 8 years. What made the tax increase - and the article - significant was the City Council did so without first receiving public support, because the millage increase did not require community ratification through vote passage.
